Depends on what you're trying to achieve -- if you're working on cardiovascular fitness, then swimming is great, but if you're trying to build muscle mass, lose weight or burn off fat, it's not so great. The water is below body temperature, even when it's a nice toasty 80F, so your body holds onto fat for insulation to keep you warm. When you see Olympic swimmers, the reason they look muscular and trim is because they train outside the pool as much as they do inside it -- they do weights and cardio work out of the water to ensure they stay trim and build up muscle. The water only offers so much resistance, so unless you work your way up to swimming with weight belts and dinner trays strapped to your arms and legs, you'll plateau out on muscle buildup pretty quickly. I'd recommend a combination of activities for overall fitness.

the best form of exercise for me is one that you enjoy doing and because of the enjoyment you derived from it --- you can sustain the exercise 'regimen.' I enjoy brisk walking and karate. That's my form of exercise. Now I can't say that swimming is the best as I don't really enjoy it much.
