I have always just assumed higher, but that is a good question. However, I think my fridge actually says "Higher is Colder"

Higher...but not TOO high or food in the fridge will freeze!

If the number indicates a level then higher, if it indicates temperature then lower.

i think if you trun it up higher the fridge will get colder
