there isn't, per se. i mean, you aren't going to go to any book, chapter or verse that says "thou shalt have a missions agency to spread the gospel." this is man's method to trying to fulfill the commission given in:

Mat 28:19 Go therefore and make disciples of all nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit,
Mat 28:20 teaching them to observe all that I have commanded you. And behold, I am with you always, to the end of the age."

I these scriptures give us a principle as far as a group sending out missionaries to whom the missionaries are accountable:

Act 11:22 The report of this came to the ears of the church in Jerusalem, and they sent Barnabas to Antioch.
Act 11:23 When he came and saw the grace of God, he was glad, and he exhorted them all to remain faithful to the Lord with steadfast purpose,
Act 11:24 for he was a good man, full of the Holy Spirit and of faith. And a great many people were added to the Lord.
Act 11:25 So Barnabas went to Tarsus to look for Saul,
Act 11:26 and when he had found him, he brought him to Antioch. For a whole year they met with the church and taught a great many people. And in Antioch the disciples were first called Christians.

Act 12:25 And Barnabas and Saul returned from Jerusalem when they had completed their service, bringing with them John, whose other name was Mark.

Act 13:1 Now there were in the church at Antioch prophets and teachers, Barnabas, Simeon who was called Niger, Lucius of Cyrene, Manaen a member of the court of Herod the tetrarch, and Saul.
Act 13:2 While they were worshiping the Lord and fasting, the Holy Spirit said, "Set apart for me Barnabas and Saul for the work to which I have called them."
Act 13:3 Then after fasting and praying they laid their hands on them and sent them off.

Act 14:25 And when they had spoken the word in Perga, they went down to Attalia,
Act 14:26 and from there they sailed to Antioch, where they had been commended to the grace of God for the work that they had fulfilled.
Act 14:27 And when they arrived and gathered the church together, they declared all that God had done with them, and how he had opened a door of faith to the Gentiles.

Acts 13-14 shows us that the church sent out Paul on a missionary journey, and when he had completed it he returned and gave an account of all he'd done.

I don't believe that individuals can't go out as missionaries on their own. They do have to realize that they may face struggles that they wouldn't face if they had the support of a mission agency or a church.

to serve God by helping others.. That is the purpose of a missions trip. Helping those less fortunate or in need. I was recently involved in one in Bolivia. I am a nurse and a group of doctors and nurses went down to assist and teach them about health and provide with checkups and vaccinations, also antibiotics. We don't preach, they know who we are and what organization, but that is it.. We are there to serve them, not for personal gain, other than the enrichment of helping others.

Thne missions and missionaries are to spread the word of God. Every person needs to be able to have the chance to hear the word of God prior to tribulation. That in this way they have a chance to choose for themselves right or wrong, to believe in God or not. I don't have my Bible right here with me and cannot get up to get it or I would look it up for you. I hope this helps.

the great commission = matthew 28:19-20

They believe that they are spreading the gospels and the word of God just as Jesus did.
