I have been raising my nephew for 4 years and I do not have legal gaurdianship of him but I do have a power of attorney letter notarized. His mother abandoned him is he considered a ward of the state and can the state of TX financially help me out with him. Who should I turn to for questions and answers. Does anyone know a number that I can call for help with this situation?

Try this link. If they cant help you, shoot me a message and I will put you in touch with an attorney in Dallas (if you don't live near there, he can refer you to someone in your area!)

I am unsure how Texas works, but in NY if there is no parent fit to have legal custody and since you have been caring for this child, you have standing to petition the Court for custody.
