Is anyone aware of any group of people who won't/can't wear deodorant for reasons other than personal choice? (i.e. against their religion, their culture, etc.)

Amish people don't wear deodorant. It's against their religion. They also don't drive cars, they make their own clothes, grow most of their own food, etc.

The company I work for is owned by a large Dutch company and there are always some big shots coming here to visit, and apparently no-one in the Netherlands wears any deodorant.... there is one guy in particular that can practically knock you down the smell is so strong...

I don't wear it. I have a little allergic reaction (itching/irritation) to things with aluminum chlorhydrate, but i bought some natural deodorant and i find i still don't use it. the habit of putting on deodorant is just not part of my life or routine. i guess i don't like to use it. but allergic reaction might be an answer to your question.
i feel the requirement to not smell like a human is unreasonable and it is a part of modern conformity/culture that i reject. i am not being rude, this is how i smell. i don't understand why we are supposed to cover up our real smells...or real looks...or etc.

yes. men from Europe should get it out of there head that women like the smell of a man who does not wear deodorant. i think they sat that because the are too lazy to spend the 4 seconds it takes to put it on. guys trust me, no one likes that stink. i have never heard of a room freshener called 'mens locker room.'

Mostly teenage boys...something seems to happen to their sense of personal hygiene between the ages of 14-18. They seem to either think its attractive to stink or they're just ignorant about themselves. Either way, it would totally take care of itself if girls would simply ignore them until they cleaned up their act.
