Do you mean a C++ IDE (Integrated Development Environment) such as Visual C++, or actual code?

There are free C++ IDEs out there on the 'net, and many that you have to pay for. Try this for starters:

If you have a book/tutorial, most of them will give you the URL of all the programs you need. If not, try this site. It has tutorials, and has a lot of different compilers and editors. You should be able to find everything you will need there.
