The biceps are a tough body part to build for some people. You don't describe your routine, but here are some potential issues:

1) Not training hard enough / not heavy enough. Are you doing enough variety? Are you going heavy enough to feel the burn or are you just cranking out mindless set after mindless set? Are you just doing standing curls and calling it a day? There are a ton of bicep exercises, be sure to mix them up.

2) Overtraining. Are you training them everyday? That would be a mistake... give them a chance to recover / grow.

3) Too much expectation: Your arm muscles will 'sort of' keep in line with the rest of your body. You probably don't want Popeye type of arms if the rest of your body is thin. I am told that your bicep size has some correlation to your overall build.

4) be sure to also train your tricep for overall arm development.

Good luck.

creatine helps build muscle mass. Do more repetitions on each set, for biceps between 15-20

Add more protein in your diet and continue to work your arms. Try concentrating on targeting your biceps.

it depends how long you have been working out. dont expect anything rapid and noticeable if you just started but if its' been a while then try to isolate the muscles. i.e. Curls , over hand curls, dumbell curls...
