The answer to your question is complex. If one side has less power than the other then that side feels it has to do anything possible to win. For instance, the French Resistance in WWII blew up bridges and did 'terrorism' but history views them as 'fighters' because their side won.

I don't agree with Hezbollah, but if they came out for a 'fair fight' Israel would just kill them with guided missiles. They are desperate people who feel they are justified in 'hiding' among Innocent people.
