If your question is why just sometimes, and not all the time, is probably because of the procreative reasons for sex, in the first place. If women were "needy" all the time, Earth could not support the population.
So when a woman's body is ready to consider making a baby, it can bring forth those "needy" feelings. But that only happens a few days a month, for most women.

its called libido some have some dont. women with a high sex drive cant get enough of it and if her man aint up to the job then she should get rid of him and get one who can satisfy her needs, if its the other way around then she should give her man a condom and £100 and tell him to go kerb crawling (joke!!) seriously tho if it the other way around then the woman should go to the doctors as she could have hormone trouble.
