To kill germs in water, it is recommended that the water be boiled for at least five minutes. If you boiled your hands, you would probably die from the pain in four minutes.
How do you know there are germs on the raw meat? If there are germs on the meat, why would you want to eat it?

Whoa! You don't need to boil your hands, as a matter of fact, your hands harbours billions of microbes and bacteria! You'll never gonna kill all the germs!
Rather, do all your preparation for raw food (i.e marination, cutting, etc) first. Then rinse your hands in good germicidal detergent.
Remember to kill germs (most of them but not all) you need a combination of mechanical(rubbing of hands, nails cuticles, palms) and chemical(good germicidal soap/detergent) reaction.

Wash Your hands immediately...and thoroughly rinse the meat before cooking!

If the meat's already cooking...it's probably best to cook on the Well-Done side, just to be safe!

You won't want to boil them for more than 10 minutes. After that your skin will swell up making it hard to manipulate utensils.
