i guess bolilng in hot water is ok, it kills all the germs anyways. rinsing is ok to remove other small particles, like small rocks and stuff from the rice, so both of you are right:)
don't argue about such silly things, try to live together in harmony:)

What you're washing away when you rinse the rice is starch
If you won't wash, the starch stays in the water and makes the rice sticky. Some people prefer it that way.
If you like light, fluffy rice with grains that separate easily, you should wash it (which also can remove foreign objects like tiny stones or rice husks).
My Chinese friend told me to wash the rice, pour out the water, and continue to do this until the water is clear.
Cover the rice with slightly more than the same volume of water as you have rice.
Put on a lid and bring the rice to a boil.
Turn the burner down to it's lowest heat, and cook for about 9 minutes. Enjoy

If you wash it before, the rice grains separate more, and are fluffier after they are cooked. So the rice is more fluffy and dry. My bf likes stickier rice, so I never wash it first. It doesn't make it more hygienic or anything. It is just a different way of preparing it.

I fond that rinsing rice makes it lighter and fluffier after it has been cooked. If you don't, the cooked rice is sticky and doesn't seem to taste as good. My wife got me on board with this and I've been doing it ever since.

You can, you don't have to. I never see rinsing the rice as part of the instructions on the package. Because you're going to boil it for 15-20 minutes, if not more, you will kill any bacteria in it.

I never thought about rinsing off rice, before cooking...but I do rinse beans and peas before I cook them...so I guess the rice thing makes sense. You got my vote.

if you rinse rice before you cook it, you remove some of the starch...so, some people prefer this.....
I always rinse mine to remove little foreign objects that I wouldn't want to cook with my rice.....
( broken seed pods, small pieces of stem, the occasional rock.... )
