Try the following:

1. In the START menu, click "Control Panel".

2. Double-click "Regional and Language Options"
The "Regional and Language Options" dialog box opens.

3. Click the "Languages" tab.

4. Click "Details".
The "Text Services and Input Languages" dialog box opens.

5. Click "Add" and select Arabic.
You need to have the Windows XP CD handy at this point.

6. Click OK in all of the dialog boxes.

7. Restart your PC.

This is what I remember doing to enable Hebrew on my computer. Good luck.
