Politely refuse, tell him that you don't see things working out between the two of you, but don't be rude, this guy obviously has feelings and there is no reason to hurt him besides the standard rejection. I don't think you should go out with him out of pity, not many would like to be on the receiving end of such an emotion. Be tactful but firm.

first of all, if you make all your decisions based on appearances, you are going to miss out on some of the best things in life.
i'd say, give the guy a break. go out with him once and then if he fails to impress you, you will at least have a good reason to say no next time. and he'll probably accept it and stop asking.
