My friend it is not in my mind, but cheating can be considered by some anything that has to do with you not being faith full to your partner. This can be a thought or an action. You might want to talk with your partner to find out how he or she feels. But what do I know I am a cheater myself, and I do a lot more than just touch.

President Clinton thought that oral sex wasn't cheating, but everybody else disagreed. As long as you don't touch, then I agree it is just flirting or teasing, so acceptable behaviour. Enjoy.
