In the New Testament, one of the names for the person who headed a local church is the Greek word "pastor" which literally means "shephard". So the enblem of the shepards crook (or staff with a curved end) as come to the be symbol for a local bishop.

The double cross refers to the tradition that Peter, like Jesus, was also crucified. As Peter is held to have been the first archbishop of the church, the symbol of the double cross (one for Jesus and one for Beter) is used for the office.

It's got alot more than what the poster above said. And on the double cross point, that puts Peter at the same level as Jesus. Something the Catholic church does infinitely wrong on many occassions. Care to take a short read on Catholicism? Look here...
