Don't know of any way to adjust the speed.
You can shut them off however. See your routers manual, They are all basically the same, yet all have there own little quirks so I can't advise you on yours.

simply enter the routers configuration using the priveledge mode..

wait.. know what? it will take time for me to explain this.. try consulting a manual or a book regarding router configurations.
