first of all Catholics do not HAVE to give 10% of their income - that is other religions. Catholics give as they choose or don't give. Some "collections" that the church sponsors are for the poor etc such as to donate to catholic Charities or for a special fund

What you refer to is known as tithing. And no, catholics do not need to tithe, ie no need to give 10% of their income. It is a requirement for the protestants though.

Actually my priest recommends 5% to the Church and the remaining 5% on your charities but He also says it is up to you and to follow where your heart leads.

No- it is called tithes (tithing). And I don't know about Catholic belief but I don't see why you can't use 10% to go to the work of God, whereever it may be....
