I know Citibank has an education loan. Not too sure about the other banks now, but when i was doing my research, they were the only ones offering a study loan.
They have a list of 'approved' universities that you can take the loan out for, and as far as i can see, most of the major australian universities are on that list.
You can loan up to 6 times your current monthly gross income or $150,000. whichever is lower. if you don't earn alot or at all, you can "combine" the income with up to 3 applicants. No need for a guarantor.
It will probably make up enough to cover tuition and maybe rent in your choice of australian university/ city. But you'd probably need to have enough cash for daily expenses. You can apply for a student working visa and work for up to 20 hours a week. Pay in australia is quite decent. you can earn about $15 an hour as a waitress.

I interpret your question as you need a full study loan from Singapore and to study in Australia( Do correct me if i interpret wrongly). I think some bank in sg do provide study loan.
