Dark blue is the best and most common and formal for these types of picture, but ofcourse with a combination with white and red (80% dark blue, 15% white, 5% red). Make a set of these colors and impress!

i didn;t realize that a drivers license picture was a modeling shoot. dont wear anything and then you wont have to worry about color.

Eh, it won't matter much. You won't be using it much besides carrying it around. For me, my Backgroud was blue.
If it doesn't turn out pretty, dont' worry, you can do another one in 10 years (or 5 if you're new.)
