It can be a "Key" or just the "Lock", or both. It is generally accepted that a 16 yr old girl in Iceland wrote the algorithm that gave us the 128 security code system for secure sites. If you click on IE's help button and then on the about button, that second item down is a product of her algorithm. A "program" generally will contain several and even many "algorithms", little packages of sophisticated code that will preform special tasks in side the running program with out being seen.

an algorithm is not a program, but a program can be made from an algorithm, its like when you need to write a program, you first develop the high level design by writing an algorithm, with a serious of blocks, for example you need to write a program to find the greater of two numbers, you write an algorithm first like begin, check whether a is greater than b, if true print a, else print b, then end, after this you start to code for the program, in which ever language you want it.
