I've gone through this with Paypal also. Go to this link https://www.paypal.com/us/cgi-bin/webscr?cmd=p/gen/ua/policy_pbp-outside
and read the Paypal Buyer Protection Policy to see if your purchase was eligible.
I know as a seller I always make sure I am covered by the Seller Protection Policy and I am covered for up to $5000 a year.
I know what they are doing. What happened was the guy removed the funds from his account before they got your dispute... means before they could freeze the funds. Make sure you don't fall for them saying.. oh well too bad. They are a financial institute and should have coverage for this kind of loss.
Also, if you don't get any help with them, go to http://www.ifccfbi.gov and file a complaint. That's the IFCC, Internet Fraud Complaint Center, website. It's our government agency that handles this kind of thing and part of the FBI.

When you file a claim with PayPal and you win, they will immediately take the money out of the other person's account and give it back to you. But if he doesn't have that much in his account, you'll only get what he had.
He should have had an additional funding source set up but he probably cancelled it when he found out you were on to him. So it sounds to me like PayPal isn't going to be able to get you any more of your money.
I would speak to an attorney, maybe contact consumer affairs. You can even try filing a complaint against PayPal with the Better Business Bureau as long as you have the proof that they said they would stop the check.

That really sucks. Just be persistant send more emails fill up his mailbox try to get the attorney gernerals phone number and call his office and leave a mesage every day on the answering machine untill he calls you back call your local police too maybe they can help I kinda know how ya fell I was almost scammed out of almost $3000 cuz some guy sent fake money orders to me as a payment for a car I was selling I would have had to pay back the bank all the money when they found out they were fake but I found out they were fake before anything happened I got lucky but yea by all means dont stop the phone calls emails or whatever until someone trys to help ya If that fails pay the guy a visit and set him straight

Isn't Paypal FDIC-insured? I think so. And you have contacted Ebay? This seems to be a common sense transaction. Do your part to be pro-active in correcting this wrong.
