I kiss him and he kisses back but he never comes up to kiss me. why is that?

i don't get all over him.
i kiss him on the lips very sweet and delicate, and not alot. but he never comes up and kisses me.
i come up to kiss him and he kisses back (very nicely i might add).

He's probly just really shy. Or maybe he's afraid of rejection or something. Try talking to him about it

I recommend that you wait for him to request the next kiss. It may take a little while. But, if he wants it, he will come and get it. People seem to want things more if they're not sure if they can have it. Keep him guessing.

Ask him. He might be very shy. I knew a couple where the guy would love to kiss his girlfriend and hold her, but she wasn't too big on public displays.

its the nature of that person dear... remember this that not all people are outgoing and bold.... and it is not even that.... some guys like to be on the back seat and wait for his girl to come to him.... they like the domination that the girl shows on them...
moreover, the reason can also be that the guy doesn't go against your will... he wants to kiss you only when you like it and not at other times...
don't have to panic so much... your guy doesn't know you properly... thats it... you have to talkt o your guy... you have to make him realise, with out telling him directly, that you need to be pampered like all other females.....
nothing is wrong... it is actually the personality of your guy..... so be optimistic...

Ya talk with him and let him know how important this is to you. I sure know how good it is to have someone "start" the kiss. If he loves you I'm sure he can do this tiny little but VERY importnat thing for you. Good luck :))
