Will SS316 stainless steel stain?

yes.. but if handled properly and well polished it will not stain under normal usage.
316 is used mostly in situations where hygene is important. So food processing factories mostly.. 316L is better again and used in hospitals.

Yes it can develop a stain, but you should be able to buff it out.

Most of ss will, given proper conditions.
