You can only purchase scanners of police frequencies. Retail outlets that sell transmitters, don't sell to individuals, unless they're a part of the police agency...sorry.... emergency and police traffic only.

A better option would be to get a technician ham license. Hams frequently handle emergency traffic. Many even train regularly to be better at it.

No. It would be illegal to transmit on a police frequency (the fines are quite heavy), but there is no law against receiving them. 911 is the best bet.
