No, we will probably see a climb in armed incursions and Western imperialism - although rogue states possessing nuclear weapons is just as alarming as a third world war (or any country by that token).

First you need to find a power or a coalition willing to directly confront the US militarily with enough to threaten homeland security.
They will have to feel that fighting a declining superpower is worth the risk of annihilation.
Maybe in about 30-40 years and even then, it's only still a 50/50 likely hood.
