highlights are on the top of your hair, like the first layer. And sometimes highlights wash out. Lowlights are under the first layer of hair, and are permanent =]

a low light is a darker shade than your natural color(or the color your hair has been dyed) & a highlight is a lighter or brighter shade. They both can be applyed anywhere on the head.
