An elementary school kid will say they have a boyfriend but all it really means is that they play together at recess. Things can start getting more serious in the 6th grade. When I was in 6th I had a boyfriend and I thought that just ment we were going to hang out but he had other ideas and asked me when I would be ready to make out. You should speak to kids and tell them what an appropriate relationship for their age is. Also, never let them go out like on a date. If they only see eachother at school, there is not much that can happen there.

My daughter is 7 and she has a boyfriend. But its not the type of boyfriend you and I think of. He is just her friend, that's a boy. I think its totally harmless....
