Speech and language is a slowly evolving process beginning at or before birth. Your child cannot hear the sounds that make up speech, so he will not wake up one day and begin speaking. Children with a disability such as a hearing impairment are entitled to early intervention services. He will need the assistance of a speech language pathologist / therapist to help him acquire language. He (and you) will need to learn some sign language, not to replace speech, but to help him acquire it. The sooner this is started , the better for your child. You must get in touch with whatever organization evaluates children in your area in order to get him services. Please call your school board and ask them to point you in the direction of the agency that evaluates preschool age children. Best wishes to you.

Hearing impairment has little effect on a kid's voice box but the way kids hear stuff and say it back can have some effect. I know because I have a 40% hearing loss.
