This site is one of the best for genealogies and you can download free software to do up your family tree. Sorry, I haven't downloaded it so I'm not sure if you can include steps in it.

Try downloading Legacy. There's a free download version that lets you do everything. If you want to run reports and upload then it costs, but if you just want to make a family tree its fine.

I have no informatiion about geneology.com but ancestry.com has worked for me more then any others. The city registra is also another good resource...family members were found dating back over 300 yrs this way.

Start by buying a magazine on the subject, they have a lot of info that you can sit down and compare side by side.

Ancestery.com and genology.com are the big ones but there are other more specialized ones also for folks of different ethnic and national backgrounds.
