He is sending secret messages to dogs in other neighborhoods. Example, the next door dog pees on your tire, you drive across town and another dog sniffs, decodes the message then pees to acknowledge that he received. Look at it as the means of communication.
Have you ever looked at your dog's face when he smells a strange pee? Neighbors dogs who frequent your yard are old news but a new smell, watch out.

yep, he's marking his teritory he would do this in the wild to keep his females there and any other male dog that would smell the scent would either leave not to fight or try to take over the other dog's territory.
