It may be stuck after not being used for so long try WD-40 or other lubricant, ohhh, and dust it off first.

Try turning it by hand first it should spin freely.... (unhook and make sure it is not on first)
Then, check your Capacitor if the fan turns fine.
It is not holding enough charge to get it started...
