do i approach her if she's with a friend?
or do i wait for her to be alone?
cause i personally think it's rude to do it while ignoring the other girl or making it obvious that i want to talk to the girl i want to talk to

Alone is your best shot, you may make both of them uncomfortable is you approach her with her friend there. Then of course you would ruin her chance to run to her friend and tell her every single detail.

If you know her friend (and I mean more than just "I know of her") then it's ok but more than likely Im assuming you mean you don't know either of them. Well, it's not so much as if you shouldn't go up to her when she's with her friend but really more that you shouldn't interrupt someone while they're both in deep talk. If she's just hangin out looking bored then I don't think it's a big deal, otherwise yeah just wait until she's alone so you won't be rude. Good luck!

Since u mention that it is a new girl, for the 1st move I think it's better if she's with her friend. I think she will be more comfortable n not feeling insecured b'coz u r still a new stranger for her.
Maybe after u n her got know each other, u can approach her when she's alone.
