sometimes my tongue feels numb and very heavy, and i feel like i am slurring when i talk. what could this be?

If you are taking illegal drugs or drinking alcohol, those could be some of the causes, but either way, you need to be seeing a doctor, it's definately something neurological, that is not normal by any means.

You have high blood pressure and you haven't done anything about it? Go to a doctor, right now, and get that under control. Hypertension is a killer.
