If a Major tells you "you are not user friendly" isn't that an insult and what is he really trying to say?

A major told my ex-husband that and he was sent to Korea shortly after.

He's saying the guy is a freakin asshole & pissin him off - ie transfer to Korea. Suprised he didn't have his MOS changed to cook enroute.
