She may need her tonsils removed. That happened to me. I had really bad tonsilitis. It kept reoccuring. Once I had my tonsils removed at age 21 (pretty old I know). That bad breath was gone.
If it's not that. It could be simple chronic halitosis.

A really thorough dental check-up may uncover bacteria deep in the gum line around the teeth. Dentists have the best ways to super clean these areas. I go every three months to keep my mouth as healthy as possible. Using a water-pick to cleanse the gums helps to have a fresh mouth, in addition to flossing, brushing the tongue and roof of the mouth.
If the problem persists, a doctor would be my next stop. Ailments of the lungs and stomach may be a cause of unpleasant breath. An annual physical is always a good thing to do for overall health.

PIck up a tongue scraper for under $5 and see if it helps. Health food stores have them but some drug stores might have them hanging up by the floss. Floss every day if it help or not because some day you will have to pay for your own dental work and it's better to make flossing a nightly habit.

I f this is not due to bad teeth.assuming you also floss EVERYDAY.
I suggest eating fresh pineapple after meals. they are great for cleaning the tongue of fungus and the stomach of bad food. A small sprinkle of salt on the pineapple would be good.
Try this for a few days.
For chronic situation, a doctor advise is best.

I'd suggest going to the doctor. It could just be that she's eating too much protein. Proteins (esp. from meat) break down in your body and are expelled through the various pores in your body. It often leads to bad breath or body odour.

She might need to go to a doctor.... There is a condition where that "smell" originates from the stomach. Trust me no matter what you do, the smell will stay. My brother had to dump his girlfriend for that very reason.

It can be anything from periodotal (gum) diseases to a tooth decay. Tell her to visit her dentist to get it checked out. That could become a serious dental problem.

could be something bacterial in her mouth, some people have chronic bad breath, if she's concerned as well she should see a dentist. otherwise hand her a stick of gum :)
