Let me clarify my response by first saying that I believe democracy to be the only truly workable form of government.
But:
Many people around the world believe it is a foolish idea, because democracy assumes equal mental, logical & philosophical ability for each member of a society. Many, many people think it foolish to give the same weight to a vote from an effeminate left-leaning non-Capitalist tree-hugger who thinks women deserve the vote as to a vote from an educated, heavily-armed, fine upstanding father of nine who believes the Book of Mormon entitles him to multiple teenage wives.

Well, many countries' only experience with democracy was the American troops invading their hometown. Many don't realize what democracy does, since they've only seen the US, an imperialistic world power that takes it upon itself to, whether or not they want to, make the world a democracy. Also, a democracy can be slow to act since multiple, arguing parties are involved. Some countries prefer a strong, unamimous leader who makes quick, resolute decisions. These views may or may not be innaccurate, but they're out there.

Democracy is a good form of government but it's not one size fits all. like it or not, democracy, as we have executed it, does not allow for God (separation of church and state). Middle eastern countries don't visit their religion every Sunday, they live it daily. It permeates their existence. Also, non-industrial countries lean toward communism and socialism because it meets their needs better than democracy can.
Democracy gives competition a chance and makes way for capitalism but if you are poor and everyone around you is poor then it doesn't mean much. In that case communism gives everyone a chance at survival not just those that have wealth.

This topic goes a long, long way. It seems for whatever reason, certain areas will develop into democracy and certain other areas will develop into "dictatorship", "totalitarian", those are all good keywords to search for your topic. For instance, "Athens vs. Sparta", that happened so long ago, that can show you how these two kinds of ideology co-existed in Greece and why did they formed their own political systems. Getting closer to today, searching for history of American Revolution and Monarchist, will also give you their reasons on each side. Then there is another pair of terms such as communism and capitalism, which will give you another pair of reasoning from two sides. It just seems all different countries and areas adopt their political systems for the reason of survival based on their own perspective at the time. The reasons are too numerous to list.

Sometimes they just doubt thier ability to make an informed decision. Others I believe that the democratic process goes through, the desires of the people are fullfilled, but by and large nothing changes because its the climate of thier culture.

In my opinion........I think most of the middle eastern countries that oppose it are because of their religious beliefs. They put their religious beliefs before any political beliefs so they govern their actions by religion and they see democracy and capitalism as evil sinful things that would pull them away from strictly following their religion. That's my guess....
