Maybe not in every episode, but I thought he was very nice when Homer thought he had leprosy and Ned Flanders helped him out, even though he was afraid of catching it and had his mustache vacuumed off.

In reference to biblical teaching yes, he does seem to follow biblical laws closely.

No, actually. He seems radically inconsistent and not understanding of biblical principles. As in, he only knows what to do, not why he does it.
