Sounds like you want Roman shades - at JCPenney's the ones that roll up from the bottom or down from top are called Ritz top down bottom up shades.

The feature is called top down/bottom up. It is available on some manuf of roller shades, honeycomb shades, pleated shades, woven wood shades and roman fabric shades. Most of these fold or collapse when lowered or raised, the roller shade is the only one that will "roll".

They are not venetian, those ones have slats. The ones you are referring to are roller blinds or shades. They are a solid fabric or synthetic material, that you can hang from the top of your window and pull down or attach to bottom of window and pull up.
