FIRST OFF...DO NOT GET A DOG FROM A PET STORE EVER!!! those dogs come from puppy mills and are usually unhealthy and have expensive medical conditions!
try a shelter, such as the humane society and the SPCA...no dog is free sweetie. they need their shots once a year, food, toys, grooming, heart worm prevention, flea prevention..etc.
if you cant afford the vet, you cant afford the pet.
dogs are like children...sometimes they get sick, if you don't think you can afford the cost of buying one or adopting one then you can't afford the "long term".
as for what kind...Shelties are EXCELLENT dogs...esp for children. i grew up with shelties, so i am a bit bias.
you can contact the SPCA or Humane Society and tell them to let you know when one is at the shelter OR you can go look at the MANY other wonderful dogs that need good homes. they are already fixed, had their shots, and are temperament tested. so the staff will be able to help you pick a dog that is right for your family. a lot of them might be in foster homes...and their personalities are well known. and things such as "good with children/ or good with cats" will be readily available for you to know.
take your time, getting a pet..THE RIGHT ONE, is important.

Check around your local animal shelters. You could ask them if there are people around who have rescue shelters. If at all possible try to get a puppy so it can learn to grow up with kids and cats. Remember to do your homework (temperment, activities, family or one person dog, etc.) if you get your heart set on a dog. Introduce the dog to your kid only after you know how the dog behaves with you. So it might mean a babysitter orhaving your child at a friends home while you go doggy shopping. Dogs can get scared of children when they first meet. Just make sure your child is relaxed and mellow. You should be able to know right away if the dog will get along with your child. DON'T TAKE OFF WITH THE FIRST DOG YOU SEE. Take a little time to see if it is in fact the "right" one for all of you

Check with your local Humane Society or rescue shelters. Normally they have a large population of animals that are available for a small adoption fee. Most of the shelters make sure that the animals they are trying to adopt out get their shots and spayed or neutered, which is a good thing and the future owners don't have to worry about getting it done. You can also check local vet offices. Sometimes they have animals that never got picked up or animals that are the overflow from busy rescue shelters.

Check the animal shelters, thats where I got all three of my pets. Animal shelters will not only fix the animal for you, and give it all of it's shots, but you are picking an animal that has been screened and observed, the attendant should be able to answer any behavior questions. I have not spent over $30.00 to get a pet.

your humane society or try local shelters and pet stores for flyers about free dogs to good home. Also try your newspaper and online ads in your area, such as domesticsale.com, hoobly.com, and so forth. Its not hard to find a free dog or a cheap dog. You just need to look for yourself because no one else will be able to pick your dog out for you.

Call vets in your area. We keep a list of people who are giving their dogs to new homes due to many different reasons. Other than that, shelters is your next option, but there will be a fee to adopt, which is well worth it.

Try the pounds...$60-$70 for a dog which includes them being fixed, first shots, microchipped and whatever else they offer. Also some pets stores. And you save a life.

Most shelters/dog rescue programs can offer you neglected dogs at a very low cost to you. Usually they're spayed/neutered, and gotten up-to-date on their shots. Call around your local shelters.
