without prejuidice means you can file again. You probably needed more evidence. So I'd be sure to document everything that happens and have a camera handy if needed and 911 on the cell phone speed dial.

i would change ALL the locks on the house to new deadbolt locks (don't give keys out to ANYBODY),
get a large, noisy protective dog,
and try to get one of those services that even monitors whether your windows have been opned or broken.

hmm well you have to wait till a person actually hurts you i guess , seems so fn dumb , but just words aren't enough
try taping the person if they do something to threaten you , either by phone or what not
