I will go with the top ten:
United States of America - No argument here. We rule!
Israel - There is a reason a country in the middle of a pack of wolves has been able to survive. The US is its friend and they know how to fight.
Britain - very comparable to the US except for sheer numbers.
Russia - Although it may not be as strong as in past, one can never count out Russia. Now with a good economy and an old KGB man in charge its military will stay strong.
China - although nobody has seen there strength put to the test I am ranking them in the top ten b/c of there sheer numbers. The number of soldiers in China isn't even funny.
India - The largest democracy in the world, India has the population and patriotism for a vast military and is now trying to add the technology to it.
I will rank the last four together:
Japan, Singapore, Australia, South Korea - all of these countries have compact, precise, well equiped armies that are very capable of a strong defense. And more importantly they all have the support of the US.

1.Well it depends really if you mean by size or strength.
China has the largest population and the biggest armed forces in the world and are brainwashed to join and stay in the army.THey are poorly paid but are well trained.China is on the verge of becoming the next superpower and the population outnumber the UK,USA,CanadaAustralia and New Zealand.DONT WANT TO MESS WITH THEM.
2.The US also has big armed forces but no where near as many as the Chinese.They have the technology advantage but China and the US both have a lot of bloody nukes.
3.The British armed forces is a lot smaller these days and for the first time in history the French have a bigger navy than Britain.
We also have a technology advantage(good old British inventions)but Blair is cutting back so much on our armed forces that we havent got enough to go out to the middle east,the Americans have the same problem.We also have nukes but no as many as the US but we have got the best trained troops in the world and have the best tank in the world The Challenger 2(it has the best armour and the best and newly develpoed gun in the world).
4.The Russians have a big army but are bankrupt and sometimes they cant use their tanks and helicopters for a few months.
As for the rest this is my opionion of where they are in the list.

U.S.A: adavanced military technology.
China:Technology, Largest standing army
Russia: technology
India:Large democrasy, 3rd largest army and capable
of drafting 300,000,000 3/4 the population of the U.S.A!
And they are coming fast toward beating Russia because of recent technological advancements including the release
of the Hal Tejas in 2008 a military fighter plane which will
be equal to the U.S stealth bomber.
Israel:Lots of technology and gurrila fighters but
small numbers places it below India.
Japan:Economic power and large military with superior
technology but training and base area is a problem because of over crowding.
UK: Technology and weapon magnifacturing.

I dont really care but CHINA is number one.While the rest of the world has been busy kickin each others butts, the Chinese have been sitting back amassing a huge arsenal of missiles and weapons waiting for when the USA is done raping the rest of the world for oil and profit.China has 1.3 billion people and could use a good thinning in a nuclear war with the USA who only has 300 million.Who do you think is going to hold out the longest?

You need to work on the grammar. Are you looking for the nation that will be fifteenth if the list is decreasing? Are you looking for the top or bottom fifteen nations?
Are you looking for the fifteenth person in the first army?
Wikipedia (not very reliable) gives the following:
