ok heres the deal i used to call this boy all the time then i kinda stoped calling him and now he is starting to call me and he never used to....... does this mean he likes me???? or what?

Some people simply like a challenge or the chase...when you called him "all the time" he had no reason to call you...then you stopped, and he didn't feel he was the focus of your attention anymore, so now he's had to take the initiative...
I would say it is likely an indication that he likes you...I mean really, why would he call if he didn't care or outright disliked you? BUT keep in mind, if you go back to calling him all the time again, he may lose interest...

He probably just got used to you doing the calling, and now he misses it.
