You have probably collected a lot of malicious software, including viruses, spybots, etc.
This will definitely slow down your system. You are advised to buy some anti virus protection, recommended to go to a reputable computer shop and ask them to get rid of it all for you.
Make sure you have a copy of the files you want to save before doing any of this.
You can also download a checker for spybots, called Spybot Search & Destroy [1]

I would not use Internet Explorer on Windows98, as it is extraordinarily vulnerable to attacks.
Instead, try FireFox or Opera.
