Very few people are black/white color blind.
Anyways, Im very colorblind. When I took my test i failed the color portion right off. I was asked to immediately state the order of the lights top to bottom. Long as I knew that, I was ok.

I have never heard of that. People who are color blind can see colors,but don't know what they are. They may see grass,but can't tell it from blue or red.

I believe as long as you can recognize changes in light, you should be able to get a license, but you can check on the website for your local dmv.

yes, you just have to be able to see that a light is on at the traffic signals and be able to tell the person testing you that you can tell when the light signals to stop or go.
