There could be many answers. Maybe it's a part of their work/school uniform. They could be allergic to the sun. It might be a part of their religion. Maybe they just want people like you to give them attention. lol ;)

They probably do have to work but were on a break. But then there are also people who have remarkable tolerance for the heat and can easily wear what they want while the rest of us are baking even in our skimpy shorts and t-shirts!

If they are at work, it is very possible they dont do it out of their own choice. Maybe they have to dress a certain way at work and shorts and tank tops are not allowed. On the othe hand if you know they do it by choice, maybe they are just confortable and still there are those who will drss to fit the crown and put up with the heat.

well, it could one of the following reason:
1. No shorts allowed at work
2. Maybe the office is well air conditioned,
3. Maybe they are trying to avoid SUNBURN
4. Maybe the just have a better tolerance to heat
5. Maybe the know they don't look good with shorts

They are protecting themselves from the sun (West Coast) or nasty bug bites (East Coast).

When I go hiking on hot days, I wear long everything to prevent the bug bites and switches from catching me.
