I have read that Tidal harnesse's can be used as clean source of ELectricity. Do you think this would be good Idea to put them where they are hit by Hurricanes since Hurricanes cause bigger waves in the Ocean?

The surge current produced by hurricanes probably wouldn't be much use, since we really have no economic way of storing electricy in bulk for future use (rechargable batteries are too inefficient for use by power companies).

No, the design would be optimized for maximum efficiency at the average wave size. Larger wave sizes would probably not be as efficient and have the possibility of damaging the units.
