Anchovies are little tiny hairy fish. They school off the coast of Virginia in the US, and you can go out in a boat and watch Right Whales scoop them up for lunch.
They're very salty. But they aren't shellfish.

But if you're Mom is allergic to shellfish she probably cannot eat tuna fish either.

I fully agree. it IS a FISH and NOT a shellfish (they are NOT at all the same by species NOR by allergenicity I can tell you!!!)..in general...shellfish tend to be more highly allergenic, potentially, than are most fish species!!
Treatment?? AVOIDANCE...STRICTLY if a TRUE food allergy has been diagnosed!!!
