Have you clipped this dog before with these clippers and gotten hair?
My first suspect is the clippers. Pet clippers found in discount stores are terrible. Good clippers & blades aren't cheap but you won't get a good job with bad clippers.
Since you didn't say if you are using a lift on the clippers or what number blade you are using on pro clippers, I have no idea how long you are wanting to leave this dog.
A pet clipper (discount stores) without a lift is equal to about a 15-30 blade that a groomer would use, your dog would have to be almost completely bald not to cut something! These are very close cut blades, think totally shaved.
And don't know any groomers that work on clippers. Check out your local beauty supply company for the name & info of the local service.

Try cutting AGAINST the grain - from the tail towards the head. It lifts the coat and cuts it much more evenly. That's the way professional groomers do it.

Its the clippers needing adjustment. take them to a groomer and ask for an adjustment. They will show you how.
Just call ahead, and ask what they will charge...it is likely to be a free service..if they aren't too busy, but be sure to tip.

just shave him completely, I've had a maltese for 12 years and it's the only solution, even when I take her to the groomer she still comes back all choppy looking!
