Here's the correct answer. It depends on the street and how much traffic it handles. The "No Turn On Red" signs are generally used on busy roads with high trafficand/or pedestrian traffic volume, where an ill-timed right turn on red could cause an accident.
You won't usually see these signs on smaller secondary roads, etc. as a rule, unless there is something significant at or near the intersection like a railroad track, maybe a school, some industry building with lots of people going in/out, etc.
As far as who decides this, if it is a city, it's generally the city or county road department or dept. of public works, in conjunction with the city/county government...and it's generally based on traffic flow analysis, plus analysis of the history of accidents at that intersection.

Generally speaking, folks like city planners and engineers decide things like that, unless it is a state mandated law, such as New York (yes, there is an entire state out there that forbids ever turning right on a red light!). the rule is if there is no sign forbidding the turn, it's legal (except of course in NY), unless you are a school bus.
Generally speaking, where it is permissible, the planners make turing right on red legal where the visibility is good (you can see approaching traffic coming from the left with no corners or hills blocking your view), and the intersection is not overly crowded with lots of lanes of active traffic and protected left hand and U turns. Complex traffic patterns makes turning right on red dangerous.
Of course, those are just guidelines. The local municipalities can lock the turns down tight in the middle of no where, or open them up even when it's not all that safe (like here in Los Angeles, where right on red is almost always legal and sometimes causes massive problems for the poor folks also turning left at a protected signal as they get into the intersection and it is suddenly blocked by a car inconsiderably turning right and taking the last available space in the intersection).
I lived in Northern and Southern CA, Dallas and New York. They all have distinctly different types of rules, some are safer than they need to be, so incourage the brave and/or stupid to do things that annoy other drivers (thus the tendancy for folks in LA to carry handguns in their cars).

If you notice the rest of the lanes where those signs are, there are ones allowing traffic that will be turning into the lane to your right, therefore the sign eliminates potential accidents by restricting right turns from otherwise stopped traffic. I would assume the city officials & law enforcement would be the ones to decide that these signs need placed there based on accidents & traffic problems occuring by allowing the turn on red. There are certain situations where making a turn on a red light would pose a danger. For instance, if by turning right on red, you would be crossing a service road that runs parrallel to the one you're on. Because the light for the oncoming traffic on the service road could be green, the traffic dept. posts the no turn on red sign.

That is decided by your transportation department. They decide if an area is too dangerous to make a Right turn on red.
Some states do not allow right turns on red at anytime.

This is because there is not good visability at the left side when
you look for traffic, therefore a no turn on red appears on a sign posted.

I never fully understood the difference between no turn on red and wait for green. I think the traffic officials (local, county, or state) depending on the intersection survey this sort of need.

IN NYC, there is no turn allowed on red "UNLESS POSTED"
