As for the prickly arms, decide hair or stubble.
Really, unless your body has a load of the wrong hormones cooking, arm hair is not like your leg hair or men's chins.
It isn't like your lawn, so mowing it does not make it grow faster and spread thicker. I remember shaving my chest in hopes that I could grow more hair, it took years to grow back. That's when I found out (along with some needling by the doctor) that the shaved hair grows faster stuff isn't always true. It is true that if I spend more quality time with a lady I will have more to shave on my face, but that set of chemistry is a good deal different than your problem.
Check your diet and call your doctor. Laser treatments these days have almost priced themselves down to the cost of a wax treatment and I think you won't be as pained over it with lasers instead of wax.

I know some are recommending against shaving, but it does work and doesn't leave a stubble. My friend shaves her already thick, dark arm hair and it works well. She uses one of the women's razors that has a moisturising/conditioning strip, and just does a quick top-up one or twice a week. She also moisturises her arms well too, to keep them in good condition.

Don't shave it will make your hair corse and your skin will get irritated, plus stubble on the arms...not sexy. Try to use nair a few times to lighten the skins texture, then apply a hair bleach (like Sally Hansens) and this will make your hair virtually invisible.

whatever you do DO NOT SHAVE!!! & if already do STOP!!!
This is the worst thing you can do - it will end up making you have really thick hair. You should try nair hair removal, or waxing or check out Avon they have some hair removal & hair thinner products.

Waxing. You won't get rid of the hair, but you can make it appear to be less full. To get rid of it you'd have to do electrolysis, but that's expensive.
